Removed the 2GB filesize-restriction from chd-handling.

misc: Rebuilder, SetInfo, ExportDat are Set-Subfolder compatible.

misc: full chd integrity check isn't repeated when scanning a clone (when the
parent was verified successfully (split / full merging only) before.

misc: scanner->fixmissing also looks in biossets for missing files.
misc: scanner->fixmissing doesn't create separated biossets anymore
when "allow not-separated..." is enabled.

misc: cmpro.ini->Pro_ForbidSystemMerging (on/off) switch. When set to 'off'
and Settings->DatFile Errors is set to 'hide common', ClrMamePro will
react like using the 'no' button while cleaning up the datfile.
