Use logiqx's mamediff program to create a diff-datfile of a current MAME version and an old. It will contain all changed and new roms. A similar way is to save a fixdatfile (scanner->popupmenu->save fixdat) after a full scan (without fixes enabled) of an old mamecollection with a new database.
In either way, use these dats for rebuilding.
