You can use DatUtil to create your 'partial dat' if you wish. List all of the games that you are interested in in a text file (e.g. games.txt) and then use the following command:

datutil -f listinfo -g @games.txt "mame.dat"

Of course, ensure that mame.dat is a valid MAME data file. ;)
