Rebuilder and Scanner's fixmissing add files without comments. If you got zipfile comments, you put the original zipfile which got the comment in your rompath. Since the rebuilder/fixmissing only adds stuff, you still got the comment from the 1st manual addition.

We talk about zip-file-comments here, do we? Not some fancy NTFS filesystem comments......
