If you mean for drag-and-drop then you might not be aware of a little trick that I use. If your Windows Explorer is full screen (for example) and you want to ZipMax files/directories then select the files/directories and drag them down to the ZipMax icon on the task bar. Keep holding the mouse button down and ZipMax will come to the front. You can then drop them in the ZipMax window itself.
I am assuming that this is why you wanted an always on top feature and not so that it obscures everything else you are doing whilst it is zipping stuff. ;)
