Both archive types aren't free.
Unrar is...but rar isn't.
...and as long as the emulators (mainly MAME) doesn't support it, it won't be included.

...and I doubt it will be included in the current generation of ClrMamePro. The next generation may have multiple packer plugins....if I ever start it. It's currently in a brainstorming phase.
