Question about cmpro:

When I use it, it reports that it cannot open some zipfiles, for various reasons. Yet, windows XP opens the files with no trouble at all. If I unpack and rezip the archive, then cmpro can use it.

Why does cmpro have this issue?

cmpro is much more accurate when it comes to zipfile errors. It complains about bad zipstructures as well while a lot other zipprograms ignore them.
You can even fully decompress such bad files without any error...but if you try to add or remove files from such a zip, you run into issues (e.g. common zipprograms usually crash). That's the reason why cmpro is so picky about zips. It simply wants them being standard zipfiles and this includes things like correct and standard zip ids, zipendings, correct and matching data in central and local file headers etc...etc..
