It can. But it depends how they are named. If they all got something like "(J)" or "Japan" in their name or description you can do the following:

- go to scanner->scan results->set-information
- go to select sets, enter %f=*japan* (or whatever is the typical text for them (%f is placeholder for the setname, %d for description), enable "logical not". Hit Apply.

Now all not-japanese sets are enabled. You can now for example rebuild your roms to a new place, only the not-japanese ones are picked up.

Just an example....I guess with a little fiddling around you can achieve what you want to do...
