i also think his explanation is somewhat... uhm, weird ^_^ i think i got what he meant, he can correct me if it's not this.
he wants that cmpro creates some kind of file in substitution of the real rom, so he can have the rom on cd, but have in the hard disk some kind of "this rom was here" signal, obviously small. these signal text files lay in the rom folder, and would contain the information of the rom (name, crc, etc) so cmpro scans the folder and "finds" that the roms are or were there. and *when* the rom changes (due to the dat) then the signal isn't valid anymore, and cmpro asks for the normal rom, to make the update (in other words, say it's missing and puts the old signal as not needed anymore).
i think that's what he wants, but i don't think this is gonna be any practical way to make updates to previous full sets not available locally anymore. besides that i don't think this would be some trivial task, i guess you might have to change the scanner quite heavily.
for the same stuff, he might just learn how to use mamediff ^_^
