Yes....get a better OS.
It's in fact a MAME compiling bug. Some mingw compiled binaries seems to cause some problems and lock all redirected outputs from that binary. ClrMamePro redirects MAME's -listinfo output to the mentioned file but can't access it, since MAME locks it. This weird behaviour happens only on non NT (2k, XP) systems as far as I know.

So...Try to remove the file manually and reget the data, or try to use a different mame binary...or install a different OS ;)
