I'm not technically saavy in terms of networking, but wouldn't that same rule work against them? The ip points to the campus, but how does it identify you? Static addresses?

Torrents are much much better. Azureus is good. Dunno exactly how you'd configure it, but you could probably get it working.
Then hit some websites - I usually use Suprnova or Torrent Youceff, you can find everything there. Additionally, if you go to one of those websites and click on an info link for a file, you'll see where it originated. That way, you can find new websites that offer torrent files. It's fairly easy to setup a list of 20 or so that should be able to find you everything you need. I get everything that way, now.
