It's been a while since I have downloaded movies, but I remember the Neo-Modus DC hubs were always pretty cool and had fairly relaxed rules (aside from no DC++). The problem was that the NM software was pretty shitty. Even so, I was able to grab 100+ movies over the course of a few months. Things may have changed quite a bit since then, but it might be worth a look. It's certainly safer than Kazaa.
