Phantom Menace was okay. Anakin and all that bullshit sucked. The opening was solid. Many of the battles were solid. Jar Jar was the worst ever. What did make it good was some decent swashbuckling (the anchor of the ENTIRE series of movies), some humor (most bad), and a good, mature, storyline.

There were some decent battle scenes in Clones, but Yoda directing ships ala Vietnam battlegrounds was absurd. Hayden is the worst ever, and the dialogue is terrible. Though if you do watch the old trilogy, some of that dialogue is equally bad.
The biggest problem - The pacing. It was slow slow slow fast fast slow fast fast fast slow slow slow... And the swashbuckling. There wasn't nearly enough. It seemed shoddy.
