The reason you get flicker on a Pal TV in america is because of the difference in voltage. If you use a step up transformer you will have the proper current and voltage, but you wont have the right frequency. It will work, but the result is you get flicker. Pal TV's work fine and are flicker free if you use them in there intended countries (Europe or Australia) because they are in sync with the frequency of the voltage.
50hz is fine, besides, most TV's are 100hz over here now. With higher resolution and far superior colour definition then NTSC (which some people say stands for "Never The Same Colour") Pal is easily the better format.
