After the expansion of rome, that lost some value. Nowadays it just means:

Hispanic - Spanish descent
(these others i don't know the form in english )
Franco - French descent
Luso - Portuguese descent
Ítalo - Italian descent

Latin ( the language ) is the anscestor to all the former, hence the term "Latin America" was coined, seeing as it's not a political division ( last i checked ).

Strictly speaking, everyone from a country whose language developed from Latin is in fact Latin, but at least in the US, it seems the term Latin was aimed at "Latin-Americans", wich are comprised by a majority of people from countries with a history as spanish colonies, so in US culture, the term seems to have locked mostly to spanish descent.
For that, i usually try to segregate myself from the "Latin" denomination, given my total distaste for the spanish language. :-)

Sorry for the history/geography lesson, i just woke up and am drinking a huge cup of coffee. :-P

Well French, Spanish, Portugese, Italian are all Romantic languages, meaning they are a spinoff of Latin. So in a way , you are Latino ;). I'm part Italian myself (1/4) but I don'ta speaka da language.
