It's not exactly "their" dialect though, they may create and speak it but if it becomes part of another culture then that's what happens. Others may use it disrespectfully though or it might be disrespectful that others use it without understanding it but that is unavoidable. What destinguishes this is that the originals will use it properly and with certain ideas behind it, and those that do not understand it or are not a part of it will not. To truly understand it one has to understand where it comes from as well. So still, the way many speak that way is different from how "wiggers" use it, they only show their ignorance.
It is wrong to stop the spread though because if others CAN understand these people and understand the culture, it is for the better because perhaps it will be more respected. It is much better than to segregate.
