If you mean under the bench, it might be to raise it at different angles to work different muscle groups.

The things on the sides attached to the stands. I think they are for pecks but anything I try to do with them is useless I just don't see there purpose.

Hampered range of motion, ergonomically correct for nobody, can't get the required concentration on the pecs, reduces the ability to exercise all those "helper" muscles that hold your joints in their sockets, etc etc. Grab a pair of dumbells and forget you ever saw it.

dumb bells, barbell and push-ups rape my chest. now I know why I couldn't find any information on butterfly handles!
