Snakes are hard to hit with a pistol period; you're right that a shotgun would generally be more effective. I'd recommend the Remington 870 - they're cheap, available pretty much everywhere (since you're in CA, I'd start with Big 5 Sporting Goods or similar), very reliable, and have a lot of options for customisation.
Snake shot loads for your pistol may be an option, but I have to admit that I've never had particularly good luck with it the couple of times I've used it out in the desert.

You may want to read this. Yes, it's long, but extremely important that you understand the current legalities behind the situation if you're thinking of building one. And for God's sake, don't order anything via MetroShot - that guy's a tard-and-a-half.
