Generally emu performance is linked on how well they use the double CPU.
The new beta of the neogeo emu, Gnneo uses the second CPU so I gave it a shot.

I get 60 fps with 250 Mhz and sound set to 11025 Hz. 44100 Hz (original sound quality) doesn't run full speed... but well, I don't mind too much sacrificing some sound quality in favor of having fluid animation. The emu is a bit of a bitch to configure, it actually runs in command line and has a frontend (Rage2x). After checking a few forum posts and fiddling with .cfg files though you're all set.

For the SNES it's a different story. I've notices that for other games it struggles to get 50 fps... so I need to revise my number down to 30 fps. It's still very playable, and this is with sound at 441000 Hz. Sound quality doesn't seem to make a difference for some reason, though.

Haven't tried GBA or MAME yet. For MAME I know it's based on the .34 or .36 romset (like most mobile MAME versions) so I need to find the right versions of the roms.
