Grand Prix Legends, but you can turn that behavior off in an .ini file.

Doing so does not make it easier to win a race.

(To be fair, it also doesn't do it on the fly (it's set at the start of the practice session and doesn't change through the weekend), and there may be an upper bound, but still.)
