If you want something that is free and Dreamweaver-like (and you are running Linux) then I would recommend Quanta Plus http://quanta.kdewebdev.org/ it has coding tag pops, split normal/coding, tag completion, and a bunch of other useful features.

I don't think there is an official windows port, but it should compile under that ghetto posix environment they call cygwin.
