Yes they discourage it as they can't make it illegal. Traditionally in the early days they'd cut shipments or make people wait a week or two later to get stuff to get revenge which I thought was fantastic. On top of that them and other people to date will issue fines to companies they have to pay or they'll get similar treatment from the company as Nintendo of the 80s and early 90s did.

Sadly most of them are kind of losers about it now and don't punish often, but you still hear a few cases. I just wish they'd crack down 100% or just give it up instead of being all bipolar wussy about it.
