I normally use this program.

It has less features than Photoshop or GIMP, but it's free more than enough for what I need to do with pictures. And trivial to pick up.

There's a "Magic Wand" tool although you will need to play a bit with the tolerance to find your ideal sweet spot (default is 50% I think which is a bit too aggressive).
