It's the nForce IDE drivers.
For some reason I recall them conflicting with ASPI (just with Gens)... and removing either fixing the problem.
And as ASPI is fairly necessary for burning and such, and Microsoft's IDE drivers work just as well as nForce's, I chose ASPI first.
Either way that's 99% likely to be it. The nForce drivers let you choose whether or not to install the IDE drivers, but I'm not sure how to remove only them.
Good luck, this same problem bugged the crap out of me as well.
As an alternative, try Kega Fusion. AFAIK it's now better than Gens.
