There are a couple of emulators out there for normal Gameboy games (GOOMBA, for example), but Gameboy Color support is extremely limited. The only solution (as far as I know) is to buy a GBA bridge (see Google), which fools your GBA into thinking that your GBA flash cartridge is a Gameboy cartridge. Not tried it myself though...
