Probably because he would be dumping something that is already dumped but not released. If does seem wastless to dump something again thats already dumped but what can you do when someone refuses to release there dump.
From my understanding they expected xacrow to release his dump once he though that someone else would dump it (this is the sort of things some dumpers have done it the past for sure), Xacrow is not that sort of person though. He is a collector and the stuff he dumps is for his own use (as a collector in case any of his games should develop faults I take it). The reason he gave crc's was so we could put them on CPS2shock only.
You will notice there is also a hyper street fighter 2 dump (not from xacrow). This will also never be released unless someone else dumps It I expect. You see CPS2shock is more based towards people with real hardware now than emulation as a resource base.
