Is it possible to break down the contents of a ROM, like a Genesis or SNES ROM?

if you want to rip sound effects from a snes rom there is Snessor95

If you want to rip gfx, there are a few good tile programs.

Is there no file system in the ROM like there would be in a disc image file created from a CD?

no there's no file system; tools often weren't standardized, so every developer did their own thing. they hard-coded where the data starts in the rom. it's like expecting a "file system" in an .exe file for the included bitmaps/arrays (yeah, I know windows exe has something like that)
