Actually Raz is probably right about the CPS2 driver details, and generally MAME does care about even minor details. And Haze is also right about driver submissions sometimes taking a long while to get added into official source updates. So they're both right in some way.

But it seems the real problem here is simply people not getting along on a personal level.

What is interesting to me, is that I had no idea there was a 2004 CPS2 game.
