The PS2 in PS1 mode *is* an emulator. The PS1 CPU is present, yes, but everything else about the PSX (and ask smf if you think that's not much) is handled through software on the EE, including the GTE, GPU, DMA, etc. Obviously the PS2 hardware helps out on a lot of those functions, but it's still emulation.
