The main feature of this release is Aaron's huge update to the sound system.
There is a high chance this has introduced new sound / crashing bugs in
several drivers. A number of problems were already found and fixed prior to
the 0.93 release thanks to Aaron, Derrick and R.Belmont. Updates will follow
to correct any severe bugs found. Please test this release extensively.

Omitting half of whatsnew.txt is pretty rude. But I guess in the end getting all the ROMs is what matters, right?

It was too big to be posted here and even if the Aaron's rewrite is great for developers, the Seibu's decryption is the biggest news for the most part of Mame's users.

Wrong. This release is specifically so the users can help find all the bugs introduced by Aaron's rewrite (and report them on MAMETesters). *That* is the most important part from MAMEdev's perspective.

Unofficial mame, heres whats new:

    Updated to MAME 0.93 - MAME32 0.93
  • Disabled volume adjustation feature. (It seems it's no more needed)

Why is he "wrong"? He said it was the most important bit from most user's point of view; all you've said is that it isn't the most important from the mamedev point-of-view. There's nothing wrong with acknowledging that mamedev and many users have different priorities. It seems almost inevitable with a fairly high-minded project like mame.
