iy won't, it's been disabled after abuse a few years back.

enable d3d and set d3dfilter to 0, I don't know how these options are listed in EL. (mame.exe -d3d -d3dfilter 0)

As I said, don't rotate Windows just MAME. What videocard have you got and drivers? With my GF2GTS MAME used to claim it was running 60/60 when Windows was rotated but the game only looked to be showing every other frame.

See above. This is bilinear filtering, you can change this to point sampling / no filtering or even cubic. (and anisotrophic although it's meaningless atm).
