It's known as 'Special Criminal Investigation'. MAME supports it.

A Megadrive/Genesis game called Chase HQ II but it sucks. For that you need a Megadrive/Genesis emulator like Kega Fusion etc.

P.S. if you didn't know there's a third Chase HQ sequel called Super Chase which MAME also supports
