This is somewhat true. However, optimally, an emulator would lack knowledge about all microcodes. It would just emulate uploading the appropriate data to the goddamn RSP, and it would just emulate the goddamn RSP, and everything would be just peachy. But nobody wants to make that step because they're afraid it'll be slow and none of the kiddiez want that. Even though a decently-written one wouldn't be slow.
