Does the custom protection on the PGM hardware means that the progress made with kov2 decryption won't help decrypt other games, or does it make decrypting other games easier?

Off the top of my head I think the protection is different for every game, so no.

Is there a site with some techincal info about the hardware and the protection?

I think pgm.c in the MAME source code is the best publicly available reference for that stuff.
