That is not Guile's handcuff move. The handcuff move is performed next to an opponent, and after it is done, the opponent will freeze on a certain frame and will be stuck to Guile as you walk around the screen, as if handcuffed together. Quite hard to perform, but if you look at gamefaqs.com you'll find guides for all the glitches. Also, don't try and do them with the keyboard, it is nearly impossible to do some of them. You really need a joystick.
