Ninja themed movies/games were big in the late 70's/early 80's before TMNT. Turtles was but a product of the popularity. Actually all these popular games with martial arts themes like Shinobi, Double Dragon, Ninja Gaiden, Yiear Kung Fu, Street Fighter, etc. were all inspired from those old Bruce Lee flicks and cheesy, hyped, low budget, ninja movies that followed in the 80's. That's why you see all these games with ninja themes during that time.
