You're confusing "Capcom vs SNK" with "SNK vs Capcom". There is no Dreamcast version of SVC Chaos.

It's been awhile, but if I remember right, the plus version is a bootleg version with the secret characters selectable in the fighter select menu.

SVC Chaos is playable in MAME (as of 103u2). I believe there are some unofficial builds of MAME and winkawaks that support the plus version; the plus version is also playable in Nebula (the versions of Nebula where the game is not locked out), but you would need to have the dat file set up as well.
