16:9 monitors are pretty rare in arcades, but they do exist. Almost certainly just a generic jamma cab that the operators just put a random pcb in, thinking that wide screen will attract more people.

Operators can adjust the monitor to get the display just right. Different boards may need slightly different adjustments however, so it's likely that the operator never changed the setting for any of the jamma boards they put in the cab. So exactly what aspect ratio you got was pretty much random.
