Capcom has made a lot of arcade games.

Do you mean games that use Q-sound?

For Cadillacs and Dinosaurs, the instrument sounds are in cd_q1.rom.

I tried opening them in Adobe Audition in raw format, and all the sounds are clearly identifiable but very distorted. Maybe if you experiment a little bit you'll get something usable out of it.

I believe the OKI6295 chip used on CPS1 is a sample player as well. I tried opening the roms from Willow too (uses the OKI), but I didn't find any sounds.

Maybe RB or someone else who's familiar with the hardware can tell you what format the sounds are in.

For games that use the YM-2151 I don't think there is a way unless you know Z80 assembler and are familiar with FM synthesis.
