For TG-16 emulation, you're right--Magic Engine is an excellent, fast emulator, but there are nearly equally impressive free ones available.

However, for comprehensive PC-FX emulation (which, granted, is a limited field due to the relatively low number of titles released for the system), Magic Engine's younger brother is indeed the only effective choice (last time I checked, at least).
