This is a known bug and will be fixed.
Here is the solution as I described it to others in a message on this board titled" " Invalid Windows CE Setup Files"


Try downloading the file again. If it does the same thing. Finish the installation manually as follows:
1. After it fails, look for the file mamece3.ARM_PSPC3.CAB
2. copy it to the \temp folder on your device using activesync.
3. Use file explorer on the device to browse to the temp folder.
4. click on the cab file in the temp folder and it will complete the installation from that point on.
