If you download current Roms for MameCE3 they should work without renaming. (if the game is enabled). If you have to rename them it means you are probably downloading the wrong version.

Anyone posting such a Zip file would be violating law as well as the standard acceptable practices related to Emulator agreements. THis isn't offered becuase it violates the common general practice of Emulators. Plus anyone posting such a File would be atacked and shutdown by the ISDA, most likely. If you need to get all roms at once try using a NNTP News Reader. They usually post floods of releases on request or when a new release has been announced.
