This usually happens when installing from Windows 2000 or ME.
I have 2 new installation creators I will be testing for the next release. Hopefully one of them will resolve this problem for good.
In the mean time.

Here is the workaround:
Finish the installation manually as follows:
1. After it fails, look for the file mamece3.ARM_PSPC3.CAB (replace ARM or SH3 with yoor device).
2. copy it to the \temp folder on your device using activesync.
3. Use file explorer on the device to browse to the temp folder.
4. click on the cab file in the temp folder and it will complete the installation from that point on.
