The Button codes on the PocketPC are extended codes and may or may not be accessible on the standard keyboard.

The individual game cfg files overide the defualt.cfg.

If you can get to the MameUI(dip switch screen) inside the game then you can reprogram the Mame Keys to the buttons keys just by pressing on them.
