Mapping the home key and recorder does work in some other programs that allow you to remap the hardware buttons but for some reason they just would not map correctly in Mamece3. The only common thread is remapping those buttons work after the application has executed, otherwise if the offsets have been predefined in the source code those key will not work. I ran into the same problem with iMame. Also, Larry Banks referenced the home key having this problem with GAPI in Brighthand recently. PocketNES and other similar programs might just ignore GAPI when it comes to the hardware buttons. That's my only guess as to why they work better.
