The Casio Cassiopeia does and always has supported multiple keypresses/pad use etc. I have an E-115 that works well with mameCE. It also has a better screen than the Ipaq.
I believe the latest Cassiopeia also uses the same CPU as the Ipaq too (206 Mhz strongARM) so performance should be comparable.
