I had this problem before a while back. It related to the mameworld.net adins limiting bandwidth I suspect (but can't confirm). It was cleared up at some point but maybe is reapearing.
In any case, try downloading just the zipped cab file. Unzip and then copy it to the device, and then double click it from the device. It will perform the installation almost the same as the autoinstaller.
