I've tried both installation packages, but get error and I'm unable to install to my iPaq 3870. Are there instructions for self installing the cab files somewhere?

Just put the cab file into your Documents sync folder,
sync to the desktop, then use the File explorer on your device to execute the cab file.
It does most everything else from that point.
