Which SDK is the most minimal to download to develop for WinCE (also if I can avoid putting Win2000 on that would be a bonus) basically I'm just after a cross-compiler and an emulator.

Also, if you develop for say WinCE 2.0 will the apps work in WinCE 3.0 or PocketPC 2002, or whatever it's called.

Also, the Handheld PC 2.0 SDK (24.9 MB) download says it needs

Windows 95/98 (Note: emulation requires Windows NT 4.0)
Microsoft Visual C 5.0 or 6.0
Windows CE Toolkit for Visual C 5.0 or 6.0

But I can't seem to find this Windows CE Toolkit it talks about...
