Did you try and reprogram the keys at some point in the Mame UI. Reprogramming the keys and trying to use the Record button use to mess everything up. Thats why the Record button is not programmed to anything (except Enter).
To remove any programming, you should empty all files from \Program Files\Mamece3\cfg\ folder. This will reset the keys back to the original settings.

If the above does not work and you still have the Mame UI Menu popping up, I will need more info.

Is this MameCE3 or Mameboy? What version? Did you install using the autoinstaller or manually install it? Is this a USEnglish Device or another language?
Did you try uninstalling and reinstalling?

As much info as you can provide will help solve your problem, hopefully.
